From the time in the second half of 2017 that the USPS adopted new standard lease forms, the USPS has encountered problems putting them into general use. Because the 2017 lease forms are much less favorable to lessors than prior lease forms, postal lessors have resisted their use. Since the adoption of the new lease forms, AUSPL has repeatedly met with the USPS to discuss the many ways the new lease forms are onerous for lessors, and to suggest necessary changes to make the new lease forms fair to lessors. As a result of those efforts, the USPS, in July of 2019, agreed with AUSPL that it would adopt standard addendum forms to modify certain of the objectionable and/or unclear provisions in the new lease forms. The new addendum forms address some (but not all) of the lease form issues AUSPL has been discussing with the USPS.
