It’s the lack of presidentially appointed members on the Board of Governors. During the Obama administration, as terms of the Governors ended, new appointments were blocked. The Last Governor, Mr. James Bilbray completed his term of office in December of 2016. Since then no one can perform duties such as establish rates and classes for competitive postal products (such as Express and Priority Mail), authorize rate and fee changes for market dominant postal products (such as first class and standard mail), or even transmit the USPS OIG’s semi-annual report to Congress.
President Trump has nominated three individuals for the USPS Board. Though there is bi-partisan support for these three, the Senate has failed to schedule the necessary committee hearings for approval. More high-profile vacancies at other agencies have caused a backlog, according to some people who know the confirmation hearing process. Others say the Homeland Security and Governmental Affairs Committee has experienced a general slowdown.
