Effective February 2021 Representative David McKinley, WV-1 introduced Resolution – HR 119 to encourage Congress to restore US Postal Service delivery standards to July 1, 2012 levels. Rep. McKinley has introduced a Resolution with the same goal in the 114th, 115th, 116th and now the 117th Session of Congress.
The Resolution reads in part, “Expressing the sense of the House of Representatives that the United States Postal Service should take all appropriate measures to restore service standards in effect as of July 1, 2012. Whereas, on January 5, 2015, the United States Postal Service has implemented lower service standards to virtually eliminate overnight delivery of first class mail and periodicals, and further delay most other mail … ”

A Resolution is used for just the House, or just the Senate. It must be agreed to in the Chamber in which it is introduced. It is not voted on in the other Chamber, and does not have the force of law.
