The Postal Regulatory Commission (PRC) has published its five-year plan for oversight of the US Postal Service. The PRC exists to ensure the accountability and transparency of the USPS. Among other factors, the PRC will monitor the effects of declining first class mail and the effects of the Postal Service Reform Act of 2022 on Postal Service operations.
The Postal Regulatory Commission does not decide policy for the USPS. It is there , instead, to make sure that the USPS complies with applicable laws and regulations. Page 4 of the report has a useful list of what the PRC does and does not do.
