Representative Carolyn Maloney, NY-12, Chair of the House Oversight Committee introduced two bills targeting improvements in USPS operations.
HR 3076 – The Postal Service Reform Act of 2021 is intended to “To provide stability to and enhance the services of the United States Postal Service, and for other purposes.” The Act includes the elimination of the prefunding requirement as well as Medicare integration for postal retirees, and expansion of nonpostal services.
HR 3077 – The Postal Service Improvement Act, which addresses mail ballots and Family and Medical Leave benefits for postal employees.
Representative Maloney gave AUSPL Hill Day participants a preview of her postal reform bills at the virtual luncheon on May 11. AUSPL has actively lobbied for postal reform legislation including these changes, particularly the expansion of nonpostal services in postal facilities. Seeing this postal reform bill being brought to a vote in the full Oversight Committee, Chaired by Representative Maloney, confirms the value of continuing the effort to educate and inform Congress on the value of the network of postal facilities.
Expanding nonpostal products and services would allow the USPS to lease space to agencies of state, local and tribal governments. Such property and services would need to provide enhanced value to the public, reasonably contribute toward institutional costs, and not interfere with postal services.
These Bills will need to be passed by the House of Representatives and the Senate before becoming law.
