After receiving a Final Determination from a Contracting Officer on a dispute with the USPS, a Lessor may elects to submit an appeal to the Board of Contract Appeals (BCA). In that case, the Lessor must first give notice to the BCA that an appeal will be filed.

Notice must also include:
a) Identification of the lease contract by number or other identifying reference
b) The Final Decision from which the appeal is taken or a copy of the Final Decision
c) The signature of the Lessor or their authorized representative.
