March 22, 2018 A bi-partisan group of senators headed by Sen. Tom Carper of Delaware has introduced S.2629, The Postal Service Reform Act of 2018: Improving Postal Operations, Service, and Transparency. Senators Heidi Heitkamp (D-ND), Claire McCaskill (D-MO), and Jerry Moran (R-KS) have united to support the US Postal Service by providing legislation designed to put the Postal Service on firm financial footing, stabilize and improve service performance, allow for addition of some non-postal services, and improve transparency of delivery results.
Major stakeholders including Tony Leonardi, co-president of United Postmasters and Managers of America, The Association of Magazine Media, and the Coalition for a 21st Century Postal Service have voiced support for this bill.
The Postal Service Reform Act of 2018 restructures the mandatory payments for postal employee retirement and health benefits to a 40 year amortization rather than the 10 year period currently in effect. Also, the bill would restore one half of the expired exigent rate increase of 2014, and preserve current service standards in rural America for at least two years.
