When a lessor needs a copy of the USPS lease for his or her postal building, the lessor may request the copy by writing a letter or emailing the USPS Facilities Contract Technician (FCT) that handles the particular post office. Only the lessor or the lessor’s authorized representative may obtain a copy of a lease. Further, an authorized representative must obtain written permission from the lessor before the authorized representative can request a copy of a lessor’s lease.

When a lessor is selling a post office, the lessor is permitted to provide a potential buyer with a copy of the relevant lease to the potential buyer. However, the USPS is not authorized to give a copy of the lease to the prospective purchaser. The lessor must obtain the copy and provide it to the purchaser. In such a sale, the lessor may also submit a written request to have the USPS provide an Estoppel letter for the purchaser’s reliance in the transaction.

In October of 2012, USPS converted from a decentralized Facilities Service Office (FSO) structure to a centralized product line structure. Today, leasing offices in Denver and Greensboro “house” Facilities Contract Technicians. The Denver leasing office handles the “West” region, which includes Pacific, Western, and Southern areas. The Greensboro leasing office handles the “East” region, which includes Great Lakes, Northeast, Eastern and Capital Metro areas.
